I suspect Pentagon/Delogne will argue one of these UFOs dropped/dripped the exotic material they have, and maybe a video to accompany that assertion. Alzondo says they have dozens of videos yet to be released he's seen.
Again, I'm not sure if that video is fake or real, I'm going to need to look further into it. Right now keeping it as reference and not dismissing it entirely as CGI as you have instantly.

I just googled that up and they mention that, "seeing more frames than average" is possible. an example is video games;
"the visual perception can be trained. , and action games are particularly good at training vision. "
... but again I don't know alot on this field, and what i've found so far is not enough to continue this debate on how many frames eyes can handle per second.
