Races with the ability to travel here would know the location of the planet. Why advertise to service to self species? The Sky Beam at the Luxor in Las Vegas has 39 bulbs, at 7,000 watts each generating 40 billion candle power. Maybe it's designed to draw off-world gamblers.

They probably shouldn't have told people that about lasers. Isn't there some kind of law against aiming them skyward? Something about disrupting airplanes or pilots?

If you point laser streight up, like shown in that picture with piramide, than it is impossible to disrupt pilot. Laser will simply hit the bottom side of the plane's fuselage. Pilot would have to fly the plane upside down and he himself would need to look stright down, for him to be dazzled by the beam.

Only laser beams pointed at some angle departing from 90deg can hit some pilot's eyebals.
