There's been a recent pattern of (failures) explosions damaging parts of the electrical grid as well as 911 system failures...Is there something more going on here?...

Here is another city, this time with multiple electrical explosions in Louisiana...

seems to me that tests have been run the last few years.
I just wonder who is doing it, and are they planning on a large attack at some point when they are done testing.

I know that infrastructure security is a real concern and don't doubt that there are those in a position of authority who are also and are taking active steps to protect it to the degree possible. But when you consider the sheer numbers involved - the size and scope of the electric grid - a certain number of failures are inevitable.

I was driving just outside Manhattan when we had that catastrophic failure in 2003. The NY radio stations cut out one after the other, traffic lights stopped working. I got home 55 miles later and all power was out, everywhere. Terrifying. But it was just a failure - a spectacular one - but not an attack. I think that substation in Astoria was another example.

what worries me is little hints about what the people running things are thinking
remember the bill to protect the electric grid from various threats ?
it did fail to get voted in (sometime in 2018), but before it failed, john kerry rewrote it to just remove the EMP protection.
was not even that much of a cost issue, way less than 5% the total cost.
what this tells me is that "they" do want the power grid safe from solar events and hacking, but they still want the ability to take it out themselves. I find this quite worrying.
