I think its a "land lease" scheme. The settlers ( some or all ?? ) dont seem to own their new lots .. its a confusing concept. Who would want to build a house of their own, on land they dont legally own ?

Ruderman said the land could be licensed to a nonprofit, such as Habitat for Humanity, that could provide long-term leases to those who lost their homes or help them build new residences. He said agricultural lots also could be provided.

Those who accept a parcel would give their inundated lot to the state.

Maybe it gives them a break because of the potential for losing their property because they are building in an area where they can still be over run by lava flows.

Land is still available in Alaska.. But no jobs , and moving there must be a real chock. Compared to living in Hawaii.
Just my odd thinking ,lol

Both places would be a shock to most people......but there are the explosive volcanoes and worse earthquakes in Alaska.
