The bit about using EM radiation at the same frequency as gravity waves to couple to the gravity waves perplexed me a little bit.

I'd hadn't heard of the Gertsenshtein effect.

The Gertsenshtein effect has been known for a while.

Perhaps Podkletnov was on to something.

NASAs failure to properly reproduce a test article probably doomed their attempt to verify his experimental results.

Detected gravity waves are in the 30-350 Hz band.

ELF is the ITU designation for electromagnetic radiation in the 3 to 30 Hz range.

SLF is the ITU designation for elecelectromagnetic radiation in the 30 to 300 Hz range.

ULF is the ITU designation for. electromagnetic radiation in the 300 to 3000 Hz (3 kHz) range.

ELF is defined by atmospheric scientists as electromagnetic radiation in the 3 to 3000 Hz (3 kHz) range.

So all gravity waves detected so far are what atmospheric scientists call ELF radiation.

An enormously strong magnetic field and low frequency detector have been suggested to detect gravity waves.

Reminds me of the guys in college that were designing a "universal op amp" (an amplifier) for DC to blue.

They were planning on a low pass (or high frequency blocking) filter to stop lethal x-ray radiation (that was why it only went up to blue).

Anyway back to the program:

An artificially generated high energy/high frequency electromagnetic field (such as the fields an HEEMFG can produce) can fulfill all three conditions simultaneously (especially in an accelerated vibration/rotation mode), when strongly interacting with the local vacuum energy state. These interactions are induced by the coupling of hyper-frequency axial rotation (spin) and hyper-frequency vibration (harmonic oscillations/abrupt pulsations) of electrically charged systems (high energy electromagnetic field generators), placed on the outside of the craft in strategic locations.

Gee, hyper frequency rotating ring and hyper frequency vibration.

What aeronautical vehicles are claimed to rotate part of their outer shell?

It is possible to envision a hybrid aerospace/undersea craft (HAUC), which due to the physical mechanisms enabled with the inertial mass reduction device, can function as a submersible craft capable of extreme underwater speeds (lack of water-skin friction) and enhanced stealth capabilities (non-linear scattering of RF and sonar signals). This hybrid craft would move with great ease through the air/space/water mediums, by being enclosed in a vacuum plasma bubble/sheath, due to the coupled effects of EM field-induced air/water particles repulsion and vacuum energy polarization.
The science is soooo over my head but the bit about 'enhanced stealth capabilities (non-linear scattering of RF and sonar signals)' is suggestive.
