Hi guys, I just came across this article online .. in which , apparently because of the release of the 'TicTac UFO' film and the new U.S naval UFO-taskforce , Japan's Defence minister Taro Kono said mysterious sightings should be submitted for analysis, while the military will also investigate reports by the public. ... Something that 'allegedly' hasn't happened before.

... it's all well and good for a ETH proponent/student guy like me to hear, that something so dear to my heart is 'apparently' being taken seriously by a major nation, [and a mighty technically-advanced one at that!] ... but when reading through the article , alarm bells started to ring pretty loudly when I got to this segment ...
"comes despite official insistence that there is no evidence UFOs exist and that the Japanese military has never encountered any."
... Really? ;) ... [So no Japanese military personnel of any brand or rank have ever seen something that they do not recognise?] ... and ...
the Japanese defence minister told a press conference that 'I don't really believe in UFOs' after the Pentagon released footage of unexplained encounters. 'It seems that [Japanese military] pilots have never encountered a UFO, but I would like to establish a procedure in case of an encounter,' ...
'I have heard that even the pilots of the Self-Defence Forces have never encountered such a scene.'
Asked about a book which included examples of UFO sightings, the minister said that 'if there is such a concrete example, I would love to hear from you'.
...So that's it then! ... just pie in the sky, this is no more substantial news to someone like me than 'some foreign politician coming out and announcing his latest holiday plans!
... When he starts off by saying that he doesn't believe in the possibilities UFO's and that all of the world's pilots with the exception of theirs are some kind of fools, [or perhaps he thinks that they are liars?] ... and then proceeds to insult my intelligence by stating that there has been no cases of note that have anything to do with Japan or Japanese pilots, ... the it is blatantly clear that this announcement is no more than just plain silly and a waste of time. ... Anyone that has any knowledge at all of this subject can reel a list of pretty impressive Japanese-related ufological incidents from the top of their heads. Not just the many 'normal' and 'quite weird' cases that can be found in books or with the quick click of a keyboard, ... but also pilot-related cases ... not least the 'Convair-240 which in 1965 was actually 'chased' by an elliptical-UFO over the Leshima Islands ... or the 'JAL 1628 Incident' that has to rank very highly on anyone's list of top cases.

Big US hardware customer. Maybe just mouthing the right words to stay in step, I dunno. Sounds like a dishwater lukewarm version of what we heard here.

What I am sure about is if a Japanese fighter pilot sees one his report sounds waaaaaaay cooler.

This sounds like a strange one from over Fukuoka in 1948, it's still held as officialy unidentified and may have the distinction of being the first ever radar correlated UFO case.

In his book The Report on the Unidentified Flying Objects 1955, Captain Ed Ruppelt, who was the head of Project Blue Book when it began, wrote:

Then [in 1948] radar came into the picture. For months the anti saucer factions had been pointing their fingers at the lack of radar reports, saying, "If they exist, why don't they show up on radarscopes?" When they showed up on radarscopes, the UFO won some converts. On October 15 [1948] an F-61, a World War II "Black Widow" night fighter was on patrol over Japan when it picked up an unidentified target on its radar. The target was flying between 5,000 and 6,000 feet and traveling about 200 miles per hour. When the F-61 tried to intercept it would get to within 12,000 feet of the UFO only to have it accelerate to an estimated 1,200 miles per hour, leaving the F-61 far behind before slowing down again. The F-61 crew made six attempts to close on the UFO. On one pass, the crew said, they did get close enough to see its silhouette. It was 20 to 30 feet long and looked "like a rifle bullet."

Can't seem to find it at the mo but as well as the cases you've already brought up NARCAP also issued a relevant technical report back in 2009 entitled a 'Review of Airplane Encounters with Spherical UAP in Japanese Airspace'.

Maybe we should send it to Japan's Defence Minister along with some other previous statements made by Japanese Officials.

On 28 April 2020, an article appeared in "The Japan Times" titled "Pentagon officially releases military videos of UFOs." The story told how the Pentagon had released officially released three videos showing "unidentified aerial phenomena." It went on to say:


"In Tokyo, Defense Minister Taro Kono said Tuesday that Self Defense pilots had never witnessed a UFO. To be honest, I don't believe in UFOs," Kono said at a news conference. The minister said he would consider protocols for SDF pilots in case of encounters, including how to record and report any incidents."

In a 2 May 2020 follow-up article titled "Japan Defense Ministry to draft UFO protocols in response to U.S. footage," The Japan Times reported that:

"The Ministry will consider procedures for responding to, recording and reporting on UFO encounters as their unknown nature might cause confusion among Self Defense Forces pilots...Defense Minister Taro Kono said Tuesday that SDF pilots have never encountered UFOs but that the ministry will develop protocols for the possibility. According to the ministry, Air Self Defense Force fighter jets from seven bases ranging from Hokkaido to Okinawa are scrambled to monitor and identify aircraft of unknown nationality....If (UFOs) are encountered, training will be cancelled immediately,," an ASDF source said. "We will week to identify it from a safe distance, including whether it is a drone and report it to the Air Defense Direction Center for orders"...."To be honest, I don't believe in UFOs,"Kono said, "But because the Defense Department released such a video, I would like to hear from the U.S. side about its intentions and analysis."

Journalist Giuliano Marinkovic located details of a Japanese Defense Press press conference dated 8 September 2020, with the following question and answer (Google English translation) session:

Q. Regarding UFOs, I would like to ask about your coping policy. When I heard about it in May, I thought I would consider it but how is the status of the examination? Also, what are your thoughts on the cooperation between Japan and the United States when you find an unidentified flying object?

A. We will soon be dealing with the policy. Japan and the United States were talked about during the recent meeting with Secretary Esper in Guam. We must refrain from giving details, but we will continue to work closely.

Q. Does this mean that you have been collaboration on UFOs in the future?

A. I would like to refrain from giving a brief explanation of the details.

Later, in a Tweet dated 9 September 2020, Giuliano Marinkovic, advised he had located the following item .on a Japanese television station report.

"Policy to deal with "UFO" Minister Kono, "it will be soon."

Defense Minister Kono announced that he will soon announce a "coping policy" when the SDF encounters unidentified flying objects.

Defense Minister Kono: "We will soon discuss the policy regarding Japan and the United states, we talked about it during the meeting with Secretary Esper in Guam the other day."

Minister Kono confirmed at the Japan-US Defense Ministers meeting last month that the SDF and the US Forces have agreed to cooperate on UFOs (unidentified flying objects.) According to people involved in the Self Defense Forces there is eyewitness information that "I often saw it in the past" and in the future we [plan to consider taking measures such as taking pictures. In April of this year, the US Department of Defense released a UFO video for the first time. The Japanese Ministry of Defense also indicated that Minister Kono would set procedures in case the SDF encounters a UFO."

Comment:

It will be interesting to see just what Japanese SDF protocols re UAP are put into place. It will also be interesting to see if US Secretary of Defense Esper, speaks to other countries about UAP.

"Japan's Defense Minister has instructed his ministry and Self-Defense Force personnel on what to do in the event they encounter unidentified flying objects, or UFOs.

Kono Taro issued the instructions on Monday. They call for reports to be made if anyone spots an unidentifiable object in the air that could affect the country's defense and security. The guidelines also urge all-out efforts to take photos or videos of the object to carry out necessary analysis. The Defense Ministry says the instructions were issued due to an increase in the use of drones and other objects that fly differently from conventional airplanes. Earlier this year, the US Defense Department released videos showing what it claims were UFOs, and set up a task force to investigate them.

Sadly I think you're right mate and it's a bit frustrating when you see a government 'officialy insisting' that there is no evidence for the existence of unidentified flying objects when there quite clearly is.

A rather 'dishonourable' performance from the Japanese Government.
