France investigating shadow fleet tanker linked to Danish drone attacks

  • After months of hands-off monitoring of fraudulent flagged shadow fleet transits, the French authorities have intercepted a tanker in the Atlantic days after the Danish authorities said they were looking at shadow fleet tankers as the possible source of a recent drone attack​

A SANCTIONED shadow fleet* tanker that has been routinely using multiple fake identities to carry Russian crude and is one of three ships identified as a possible launch point for the drones that closed Copenhagen’s airport last week, is now under investigation by the French authorities.

Boracay (IMO: 9332810), an 18-year-old aframax currently using the fraudulent Benin flag, deviated towards the French coast on Monday, having been approached by a French naval vessel.
While Lloyd’s List understands that the vessel has not been formally detained, it is anchored off Saint Nazaire, while French authorities investigate what the French Navy described on Tuesday as an unspecified “suspected violation”.

A 160 m vessel — not visible on Automatic Identification System, but identifiable by satellite imagery — appears to be anchored alongside the tanker.
The prosecutors office in Brest, where the formal report was lodged by the navy, is understood to be investigating the tanker for “lack of documentation of the ship’s nationality and flag affiliation” and “refusal to comply with the authorities’ instructions.”

While Boracay’s rotation through multiple name changes and fake flags from Gambia, Malawi and now Benin is well documented, the French investigation marks a significant move away from previous hands-off monitoring of fraudulent-flagged shadow fleet tankers from European states.

EU coastal authorities have routinely been asking fraudulently flagged vessels for certification over the past year, but to date Boracay is one of the only ships to be intercepted by naval forces and formally investigated.
Boracay was one of three ships with Russian links that were understood to be under investigation in Denmark, after suspected drone sightings led Danish authorities to briefly close Copenhagen airport last week. The Danish government, however, has made no move to detain the vessels.

While no details were released, it is understood that the Danish security services are actively investigating the possibility the drones were launched from one of three ships that were in the vicinity at the time of the attacks: Astrol- 1 (IMO: 9906544), Oslo Carrier 3 (IMO: 9366146) and Boracay, at that point still listed under its previous name Pushpa.
Boracay had previously loaded Russian crude in Primorsk on September 20 before sailing through the Baltic, passing the English Channel heading for India.


Boracay has gone through frequent name changes over the past year and also routinely altering its MMSI identity number, its flags, and is owned by Baaj Shipping Limited, a brass plate company registered in the Seychelles.
The tanker was also targeted in an explosive attack in July, when the sanctioned tanker is thought to have been damaged by a limpet mine. Details of the attack remain unconfirmed, but the tanker has continued to sail since the incident.

While Boracay’s textbook deceptive shipping practices have resulted in it being tracked by EU naval vessels when passing through European waters, interception by naval forces are rare amid widespread concerns about Russian escalation.

On May 14, 2025, the Estonian Navy attempted to intercept the oil tanker Jaguar, now named Blint (IMO: 9293002) in the Gulf of Finland, but the vessel refused orders to alter course and continued towards Russia.
The incident escalated when a Russian Su-35 fighter jet entered Estonian airspace to monitor the situation, resulting in a tense standoff that concluded when Estonia escorted the tanker out of its maritime zone without using force.

Boracay was also involved in a similar incident when it was sailing under one of its many previous identities, Kiwala. The Estonian navy seized the tanker in April 2025 due to issues with its registration and insurance.
The tanker was flying the flag of Djibouti at the time, but Djibouti authorities denied the vessel was registered with them. It was also found to be operating without a valid country flag and insurance.
After receiving confirmation from Djibouti that it would accept the vessel, and once its technical issues were addressed, Estonia released Kiwala in late April 2025.

The trendy shop in Robertson Blvd, located between Beverly Hills and West Hollywood, has named Meghan as one of 2025's villains along with California Governor Gavin Newsom, George Clooney and Katy Perry. Kitson's so-called 'Holiday hypocrisy window display' has become famous in Los Angeles since in began in 2020. This year Meghan makes the list and she is featured in a mocked-up magazine cover where she and other public figures are made to look silly in Santa hats. The Duchess' hat has 'Montecito diva' on it.

Meghan's cover features headlines where she and Harry were branded the 'most unpopular kids in school' because they are 'disliked by Americans'. Another is about how Meghan's As Ever jam is made in a factory 2,000 miles from her home in California, and another claiming she flouted a 'no dogs rule' at a Montecito farmer's market by bringing a pet. There was also a nod to a recent Harper's Bazaar feature revealing how she was announced like royalty to a room with one person in it.

Most recently her decision to wear $82,000 of jewellery on her Netflix holiday special is also cited. And there is a disparaging headline claiming Meghan is a hypocrite because she 'won't let go of her royal status'. Alongside her in the shop's windows are Meghan's near-neighbour Katy Perry, whose cover is mainly about her new partner Justin Trudeau. One disparaging headline criticises her decision to date 'the man who made a whole country hate him' - a nod to the end of his premiership in Canada this year.

Brave ROTC students credited with stopping deadly classroom shooting at Old Dominion

Officials praised the brave actions of ROTC students who confronted a gunman Thursday after he opened fire in a classroom on the campus of Old Dominion University in Norfolk, Virginia, killing one person and injuring two others.

CBS News learned that one of the students in the classroom killed the gunman with a knife.

The FBI identified the suspect as 36-year-old Mohamed Bailor Jalloh, a former Virginia National Guardsman who had served several years in federal prison for trying to support the terror group ISIS. Thursday's shooting is being investigated as terrorism, FBI officials said.

A law enforcement source told CBS News the gunman entered the College of Business classroom, asked if it was an ROTC class, and when told yes, began shooting, killing the class instructor and wounding two others before he was "subdued" by students.

"The brave ROTC members in that room subdued him, and if not for them, I'm not sure, you know, what else he may have done," Dominique Evans, special agent in charge of the FBI's Norfolk Office, told reporters Thursday.

Evans said the students "rendered him no longer alive, I don't know how else to say it, they basically were able to terminate the threat," but noted that the suspect himself was not shot.

"The shooter is now deceased thanks to a group of brave students who stepped in and subdued him – actions that undoubtedly saved lives along with the quick response of law enforcement," FBI Director Kash Patel wrote on social media.

Virginia Gov. Abigail Spanberger on social media later identified the deceased instructor as Lt. Col. Brandon Shah.

"A devoted ROTC instructor, Lt. Col. Shah didn't just lead a life of service to our country, he taught and led others to follow that path," Spanberger wrote of Shah.

She also thanked "the brave students, first responders, and law enforcement officers who responded quickly to today's horrific attack."

The two people injured have not been identified. One was last reported to be in critical condition, and the second was treated and released from an area hospital.

CBS News has also reached out to Old Dominion University's Army ROTC program for comment on the attack.

Investigators believe the suspect was only carrying one weapon, Evans said, and no explosives or weaponry have been found in his car or other locations. Investigators have found no evidence pointing to the war in the Middle East as a possible motive, Evans said.

"I can tell you that we have confirmed reports that prior to him conducting this act of terrorism, he shouted, stated, 'Allahu Akbar,' and he was formally a subject of a FBI investigation into material supporting terrorism," Evans told reporters.

The suspect pleaded guilty in October 2016 to attempting to provide material support to the terror group ISIS. In 2017, he was sentenced to 11 years in prison, but was released early, in December 2024, according to records from the Federal Bureau of Prisons.

The Virginia National Guard said in a statement to CBS News that Jalloh served as a combat engineer in the Virginia National Guard from April 30, 2009, to April 29, 2015, when he was honorably discharged. He held the rank of specialist and served in the 276th Engineer Battalion, 91st Troop Command.

A U.S. Army official also confirmed to CBS News that Jalloh had no deployments and left the Army with the rank of specialist.
