I am not convinced fully of this message and believe someone put it together using data from reports.
Us becoming telepathic would be a big step forward is common sense.
We do know UFOs take up water at times based on reports, but as far as water being a rarity I find that idea amusing.

When real contact begins , it will be unmistakable... IMHO
