I think he probably exceeded his mandate when he was working for AFOSI. Did his job a little too well and took personal satisfaction from it.

He is a certain recognizable personality type; loves being the guy with the secrets and having people hang on his words. I don't think he's part of any ongoing official disinformation program. More likely he's just blowing his own horn. Last interview I heard him on - the Paracast - he said he was a consultant on an upcoming UFO film. If true he's managed to turn his BS into a paid gig.

Doty probably did exceed his mandate. However, you have people like Linda Moulton Howe who live for getting the next big UFO scoop. She was an easy target for someone like Doty.

If I could check all three, I would have. I chose bad guy because of all the lies he has told and probably still tells, regardless of whether it was his job to or not.

Both. He was probably following orders, at least as he understood them, and I blame him for following highly unethical orders.
