Why should it be considered an anomaly that a European university would teach music in the European tradition? Or that its faculty should be predominantly of European extraction? It is completely facile to define a 'slave period', and a post-'slave period', in music. It looks instead that, rather than the music curriculum being 'decolonized' (to use a fashionable PC term), it is being rapidly colonized by the modish American strain of academic thought influenced by 'critical theory' that simpering British academics have enthusiastically adopted. They have even adopted the in-fashion term 'white supremacy', which is an obviously Amerocentric idea that makes absolutely no sense when applied to the internal history of European nations. Britain is undergoing China's Cultural Revolution in reverse.
