Tethered balloons have been in development for decades. Some of them are high altitude (the study I worked on once upon a time), but there are low altitude ("aerostats") as well. Lower mass tethers are making more applications possible. However, I am not aware of any applications for two balloons in close proximity. We had a case in the UK recently where there were two objects moving only very slightly in the distance.
Even without tethers, there are new techniques to make a high altitude balloon loiter over an area. The Loon project is doing something like that, it moves, but not too much. These are very high - about 20 km.
A number of cases we have investigated have turned out to be balloons, including amateur balloons.

This North Carolina video was submitted to us in 2015 as part of case 15-041. We closed it as unidentified but with low strangeness.
Some sort of drone, RC helicopter or someone paramotoring maybe?

They're awfully calm about the whole thing. Did they discuss on C2C whether the sphere she saw was the same one that appeared close up to the camera?
Why low strangeness?
The color changes can be explained or blamed on the changing sky (sunrise/sunset) otherwise if it's not a drone and I'm assuming you ruled that out, it looks pretty fucking strange to me...
Actually, can't rule out drone. Note that all witness size and distance estimates are highly unreliable.
Could be, which is why we rate it low strangeness. Drones aren't very loud, and can change color and brightness. The maneuvers in the video are not inconsistent with drone.
I don't think they would have discussed that on C2C. George might have thrown it in during the opening of the show.
