If the US military wanted to test that sort of technology I'd think Brazil offers a number of advantages. A large country close to home with a reasonable government; should that tech somehow fail the chances of recovery are greater with or without cooperation than would be the case in many other areas I can think of. Use it you might lose it. This is why I have been saying that the strange phenomena that likes to hang around our coastal training ranges isn't ET.
Years later with more mature tech might explain that weirdness over Tehran - but what exactly it accomplished isn't immediately clear. Distraction maybe for other tech you don't see coming ?
