Yeah, only a relatively small number of UFOs, probably about 30-40%, were observed rotating. Continuous rotation would make it hard for them to maintain visual contact with a point of interest on the ground or in space.
The rest of UFOs are using solid-state solutions, as one would expect. In about 60-70% cases UFOs have RGB (Red, Green, Blue) lights arranged around the rim and these RGB lights flicker, apparently, randomly. These lights vary in size, from a size of a button to a size of a "window".RGB colors match emission lines of gasses in the air like oxygen, nitrogen, and hydrogen.
It's hard to say what's their purpose. One possibility is stabilization, other ionizing the air to push it away from the highly charged hull and create a vacuum around the craft to prevent air's electric breakdown and reduce aerodynamic drag. We know from both your equations and witness observations that UFOs are electrically charged. But one never hears about sparks coming out of UFOs. So, more vacuum they can make around the craft, the higher charge they can put on the hull.
