If you look at the computer model you can see Jose above Maria and a third system to the east that's preventing either system from moving out into the Atlantic.

It's not the storm systems that's preventing them from moving out into open water. It's actually a very strong "Bermuda high" until that moves off hurricanes will continue to ride the east coast or go into the gulf. Think of high pressure as atmospheric mountains. Low pressure systems don't climb those mountains they find the valleys in between them. You can see what I'm talking about if you look closely at that video you posted.
