These devices have been around for a very long time, as even the RAND report states. And they aren't in any hurry --perhaps they move through spacetime in a nonlinear manner and thus exist in a completely different kind of reality. It's easy to confuse the devices that are observing us with the aliens themselves. Personally, I don't believe the crafts are piloted by squishy aliens, generally, but I keep an open mind about it. As others have suggested, if there is a "Contiguous Universe" stuck to ours at certain points in time and space --at places like Skinwalker Ranch, etc., etc., AND, UFOs know how to enter our space through these portals and return to where they came from, then I suppose many things, including UFO occupants and even cryptids can waltz into the picture..
Looking at the old accounts --and they are quite detailed, actually, I don't see the "grays" or really many other occupants in those early sightings (from the 19th century).. They seem just to be devices, like many later sightings, such as over the stadium in Florence. When they do have occupants or evidence of them, they sometimes just seem like projections.

As you know I'm a fan of Dr Vallee's ideas so I tend to lean in that direction regarding the weirder cases.
Cool picture! Well we'd have to figure out what we mean by supernatural or spiritual; it's very possible the phenomenon has been interpreted supernaturally in the past. That's how I would have interpreted my experiences if I wasn't living in the current scientific paradigm.Has anyone considered this to be a Supernatural phenomena ? Maybe that's why it doesn't seem to have any purpose or rhyme or reason.

Destination Moon, Abbott and Costello go to Mars. Heinlein and Bradbury created fully formed civilizations on Mars and Venus that would seem ridiculous to us now
"Airship" was a catch-all term just like "UAP" or "UFO" today. They were seen in Australia too, they moved in ways identical to later UFOs. There were grifters trying to take credit for them, but none were able to produce an airship or aeronaut. Often "airship" sightings were exactly like modern UFO sightings; formations of lights moving quickly against the wind with no balloon-like structure visible. Sometimes folks were seriously traumatized by them, and there are contemporary articles that read exactly like modern articles, stating that they couldn't be dirigibles because of the way they moved... SOmetimes they were seen out at sea.. One was seen by farmers in daylight and it looked exactly like a modern cigar shaped UFO with no gondola or carriage or people. The "Strange Crown" of 1903 was also seen whish was a disc-shaped UFO seen at the height of the "airship" wave. Completely real UFOs, imo. Later they would be called phantom Zeppelins, etc. The Wright Bros. were asked if they were behind the objects flying around Shasta and they said "no" and didn't know of any other peopple who could have been behind it. The amazing Sternenschiff sighting also occurred in 1851. UFO.Our concept of what 'they' look like comes from a more contemporary source which is why we aren't finding cave paintings with little grey aliens and tic-tacs. That Airship Wave - that I am convinced is a form of misunderstood entertainment and years of wishful thinking- talked about American inventor types being on board. I think 'Doc Brown'

Maybe there were really no aliens and the contactees made it up, or there really were aliens but they lied.
If you were an alien race either coming to Earth or already here with bases on or in the planet, how would you attempt to control the human population? If you had limited numbers of beings here perhaps the best way would be to manipulate the human race.
It would make sense to contact the various superpower countries and make deals with these governments. Go to the Russians, Chinese and the Americans and promise them technology in turn to get free reign in doing whatever they wanted to do on Earth.
Humans would do practically anything to secure alien weapons and technology. If all these countries thought they were getting over on their rivals, what better way to proceed. When I read stories how the Americans have all this advanced armaments it would seem to me we had help along the way.
