Metropolitan Museum of Art. In late March, he hit a setback: a U.S. Customs Office art specialist, sent to London to inspect the shipments, unexpectedly left for the States. Morgan stopped the shipments, asked the art dealer supervising them to meet him in France in mid-April, and sent a telegram to the White Star Line’s president with his regrets: Business would keep him from sailing on the Titanic

No offense, but Morgan could do most anything he wished and get away with it, as
we can see in his many activities over the years. And sorry to break the Wikipedia
bubble, but they do not send Customs officials in advance. And why? For the simple
reason that the responsibility for cargo and insurance is at the point of embarkation,
and if the US inspected it there, they would have to do it again, since things could
change while on the ship. That story does not even make common sense, sorry.
Who has control over shipments? The Dock Officer at the Port where they depart from.
Can cargo be sealed? Certainly, but it will still be subject to inspection when it arrives.
But the bigger picture is this - Morgan owned people in the State Department. He could
have had his shipment placed under Diplomatic seal, and then he could have made the
boat. Like I said, bullshit story.
