This book was damned interesting and shed light on things I never even heard of before. Odd though, published in 2016 the factual info ends with Clinton's presidency in 2001. So it talks about things in the future which are 20 years behind us already. One thing it absolutely does well is to illustrate how 'special projects' are handled and viewed by other parts of the Navy that have to compete for resources. It says about what John B Alexander has been saying. Also illustrates how compartmentalized these things can be.
So, a quote from the book speaking from a late 1990's p.o.v says:

The Navy also has been pouring money into creating underwater drones—and even small pilotless aircraft—that could be controlled by these submarines and swim out ahead to look for mines or fly out to do surveillance. ”
