How can the UFO mystery be solved? It might be a good idea to write a list of options.
I agree its seeming likely that this is the most logical reason for governments wanting to keep it a secret.There is like a whole new reality, think beyond our physical existence, not earth, but the universe. Everything is linked together, we have no clue what so ever as to what is going on. Someone very knowledgeable on this topic once said to me "Our physical existence is the closest thing to 'hell'". We cannot answer this question, how we persevere the unknown as questions seeking for answers is too simple and wont help us at all. Seeking answers to solve our questions is not enough. We aren't ready to take this on, to take on the task of understanding this, we are so far beyond getting to that point yet. Our level of understanding things is too basic, think of us as a rock, us as in humans, and even if we were given all the information, the rock would have no way to read, hear or touch the information even if it could read, our languages aren't enough to comprehend the information given. The best we can do is try, try to develop, learn and grow, observe this topic piece by piece, as it is given to us, through time. The fact that many many of us still wont accept any evidence even if it is 100% proven to be true, for what ever reason, our society isn't ready.

Clearly getting whoever or whatever to front up and admit they are here and doing all this is not going to happen.

It is just good manners to knock on the front door and say hi if you want to meet the new neighbors.

To address your points:
1. If they knock on the front door - elusive isn't a problem.
2. If they are at the front -catching them isn't a problem.
3. If they are at the front door and saying hi - damaging them won't come up. That is only an issue if you are shooting trespassers at night.

Then using this as logic to conclude;

My feelings on the phenomena is that it is Supernatural and working outside of the norms that we adhere to. Its not what we think it is . Over the years it has changed from one thing to another as if to suit the timeline it co exist in with us. Its complicated and elusive I don't think we are ever going to figure it out. It doesn't have our good intentions at heart its a cold subliminal thing that is out to use and abuse. Its emotionless.

The only problem (well not the only problem) but one of the problems with that approach is your assuming that your shooing may have a warning effect. However if it is like an annoying mosquito bite it just may cause them to get out the bug spray, with us being the bugs.I find shooting at anything that bothers you makes you feel better.

They don't bother me (I've never seen one). Perhaps they know me and how I would react.
When plinking at targets you don't always hit them so it isn't a big issue if we don't hit them immediately.
I will grant you that their intentions are unknown and they might not be anchored in this dimension.

I spent much of my teenage years in the orchard shooting everything that moved. Extensive experience has shown that shooting things that move stops them.
