Would be great if it were true because I believe restricting Gene's ability to play with his phone might actually hurt him more than many other things. That kind of pain is the only thing that I believe has any chance of "helping" Schemey.
Once he is completely cut off from the online world and thrown out of the motel it might actually enter his thick skull to try to do something to change things and start living a more frugal life.
That said, knowing this is Schemey he might still be making luxury car payments and eating every meal out whilst living out of a cardboard box.
Now getting back to reality I don't buy the idea that he has not been paying his phone bill.
Given we know how addicted he is to the latest gadgets it makes absolutely zero sense. Further cell phone companies are known to be very aggressive with people who don't pay - it would be one of the few things he would prioritise.
Even if he didn't, he couldn't go months without paying. Indeed from personal experience I have found that if there is even a slight delay in payment (e.g. due to a bank error) they can remotely cut you off (so that you can only make and receive emergency calls) until you bring your bill up to date. They are really aggressive with this because it costs them nothing (it's automated) and people usually find a way to pay as soon as they get cut off, given how much of their lives are based around their mobile phone.
Further if you are having difficulty paying they normally recommend you switch to a lower plan or even a pay as you go plan. They aggressively push this sort of thing so that they can keep customers paying something.
So like most things Schemey related this is probably a lie.
