Interesting idea. Certainly, many alien encounter stories involve creatures that seem to be more machine than biological entity. One take on the Flatwoods Encounter is that the monster was actually a robot or a creature inside a small vehicle. Frank Feschino makes a very good case for this idea in Shoot them Down: The Flying Saucer Air Wars of 1952.

No it is not new.
Not surprising either.
Mainstream science is unable to comprehend anything not physical so life can not expand too far so to continue it must be done by advanced machines. But machines even advanced ones can only go so far.
In my opinion the fail is their lack of considering that life intelligent life and others is much more than their mere physical bodies. So to have a soul or life essence that survives physical death is also to have an existence that can continue without machines one day and evolve into a nonphysical species someday far off in the future. In other words there becomes no limit to how far we may evolve and knowledge we may gain.
This has probably been already realized by others in this universe and possibly others.

Nobody would build a brain from silicon.
Particularly for outer space use there are a number of superior approaches.
The only reason silicon is still used, is the huge investment in fabbing equipment and the silicon oriented engineer skill set has made refining the current technology cheaper and less risky than moving to a better one.

RAD hard electronics have traditionally been gallium-arsenide. There is some work done on insulated substrates such sapphire. For Military and high RF applications this stuff shows up.

12 state transistor would be a big improvement.
Computer logic is binary because it is based on switches.
Boolean logic can still be done with base 12 and every transistor would have twelve flavors between "off" and "on".
Babylonians used base 12 math - that is why a complete circle is 360 degrees.

She is selling a story based on her opinion, which is like me telling you what I think, and these institutions have specific purposes in line with forming public opinion.
