If any signals go into the air it can be tapped...There's high power satellites that can grab your cell phone call or text message or monitor your data usage when online with your phone...
Yup, I've heard that the U.S has such capabilities, to basically detect and pin-point any RF transmitter anywhere in the world,, like your CB or HAM radio, not just phones..
