I think the article is deliberately misleading - it's characterized as being in the same place but I don't think it is. I read other articles that said there is a 40%+ turnover rate for those jobs and they are having a hard time filling the positions.

Container Ship “Dali” with the remains of the Francis Scott Key Bridge on her bow. The ship apparently lost power and collided with the bridge shortly after departing the port of Baltimore this morning. Casualties are unknown at this time.
Update from News Conference
- 2 people have been rescued, one of whom is reportedly "very seriously" injured
- At least 7 people are reported missing, though officials are still uncertain about this number
- Sonar has detected multiple vehicles in the water
- "Absolutely no" indication that this is an intentional act
Update: crew notified port officials they had lost engine power and control of the vessel and that collision with the bridge was possible.
Update : The Port of Baltimore, the main gateway for cars and light trucks into and out of the US, will be closed until crews remove debris of the collapsed Francis Scott Key Bridge from the water and clear the 50-foot-deep channel. The “Dali” is unable to be moved until the debris is removed from her bow.
Timetable is unknown

It's actually worse than this. I've run across several stories where scammers faked bills of sale for a property, then sold the property to someone, else, who then showed-up claiming they owned the property — while the original owner ( usually some senior citizen ) has no idea what had happened.
The result was that the rightful owner was booted from their home, and had to fight it out in court — where they actually lost because they couldn't prove that they didn't sell their house to the scammers, who had provided the people they sold it to with all the required paperwork from the Land Tittles Office — which the rightful owner claims was also tricked in the scam, but couldn't prove it in court, where they were outgunned by lawyers representing the buyers.
As bizarre as these stories seemed. If you've ever had to deal with these bureaucrats, you'll know that it's entirely possible for this type of scam to happen.
