Given that it took Japanese bombing, Allied shelling and two torpedoes to sink the Langley, the loss of the ship could hardly be blamed on a "structural design flaw".
Its quite obvious it wasn't a design flaw............but it was the ship that was built and once named & operated as the USS Jupiter.
Your logic works for the Independence class......but not here.
