From the angle of the picture it doesn't appear that someone is holding Kim's "periscope" but it is possible.

South Korea's defenses have been carefully tailored to meet Chinese sensibilities.
Trump is going to ratch up SK capabilities until China does something about NK.
China doesn't really want a nuclear NK, and would like a heavily armed SK with missiles that can reach 600+ miles into China even less.
The missile isn't anything special. But it looks like every time NK makes a new weapons threat, Trump is going to match them. If Kim is going to play propaganda, so is Trump.
Well we live in hope, but what or who would replace him. In principle it sounds great. So long as its not out of the frying pan into the fryer.
